Your date and time are treated as a wall clock reading in the first zone. The page finds the single moment in time that reading corresponds to, then asks what that same moment reads as in the second zone. The zone rules, including every daylight saving change, come from the time zone database built into your browser, so nothing here goes stale.

Does this handle daylight saving?

Yes, for the date you enter rather than for today. That matters: New York and London are 5 hours apart most of the year but 4 apart for two weeks in March and one in October, because the two countries change clocks on different dates.

Why is the difference not a whole number of hours?

Some zones are offset by 30 or 45 minutes. India is UTC+5:30, Nepal is UTC+5:45, and parts of Australia are UTC+9:30.

What should I put in a meeting invite?

Name the zone, not the offset: "3pm Eastern" rather than "3pm UTC-5", because the offset changes twice a year and the zone name does not. Better still, let the calendar software do it.

Does Arizona change its clocks?

No. Arizona stays on Mountain Standard Time all year, apart from the Navajo Nation, which does observe daylight saving. Hawaii does not change either.
